Transdev is Hiring a General Manager Near Brisbane, CA

Overview
The General Manager will have overall responsibility for Transdev’s San Francisco paratransit operations location, including the call center, bus operations depot, and maintenance facility, along with oversight of 150 employees, most under a collective bargaining agreement (CBA) and the delivery of safe and reliable service, management of project assets, risk management, client and customer satisfaction and financial performance. This position reports to the Regional Vice President. This position is in San Francisco and is part of a larger contract with the San Francisco Municipal Transportation Agency (SFMTA) that includes paratransit brokerage and transportation responsibilities, including program administration. Some relocation costs may be reimbursed. The salary range for this opportunity is $170k - 190K (DOE).
Responsibilities:
  • Setting the commercial and operational strategic direction for the business unit team and leads the management team and employee workforce to achieve corporate/project safety goals, service performance, and financial objectives.
  • Responsible for identifying and developing business growth opportunities from existing customers.
  • Must be capable of collaboratively leading all operational coordination, primarily with the Brokerage GM and indirectly with SFMTA and other stakeholders.
  • Quickly familiarize then understand the various modes of the overall SFMTA’s Paratransit Program and specifically the operations requirements of those modes under Transdev’s direct operational responsibility
  • Close/collaborative day-to-day working relationships with the Brokerage GM and staff, technology software development teams, IT infrastructure management team, business solutions, and others will be required to ensure strong alignment between customer requirements and effective/successful software tool deployment.
  • Responsible for optimizing the return on all Transdev and SFMTA-owned assets deployed within the project, including vehicle scheduling, maintenance, operations and performance management.
  • Responsible for identifying and analyzing operational/financial KPIs to help improve results.
  • Must introduce and utilize “best practice” procedures to ensure all expenditures and services align with approved budget, contract provisions, and action plans developed and implemented to improve operational efficiencies.
  • Responsible for determining and delivering all required services within the business unit budget.
  • Ensuring compliance with city, county, state, and federal regulations while complying with Transdev corporate HR & safety standards.
  • Develop & maintain relationships with stakeholders, including Transdev teams, external customers, passengers, advocacy groups, and community organizations.
  • Responsible for the selection, training, development, and management of all operators, maintenance personnel, and operating staff, including managers, dispatchers, and supervisors in liaison with the corporate team as appropriate.
  • Other duties as required.
Qualifications:
Qualifications/Education:
  • High school diploma or equivalent required with progressive responsibility in bus/paratransit operations of at least 7 years.
  • Bachelor’s degree in Business Administration, Logistics, Transportation or related field or equivalent business experience preferred from an accredited college or university.
Years of experience required with a college Degree:
  • 5 or more years of relevant transit management experience required.
  • 5 or more years of management/supervisory experience required.
  • Labor relations experience.
  • Business development experience required
Skills and Knowledge Required:
  • Knowledge of relevant federal and state employment/labor laws, including local San Francisco ordinances
  • Practical knowledge of the Americans with Disabilities Act of 1990 (amended)
  • Principles of dispatching, routing & scheduling in a paratransit environment
  • Thorough knowledge of local, state, and federal laws, ordinances, and regulations pertinent to transit operations
  • Thorough knowledge of the methods of operations of a transit system’s staff and operational departments
  • Ability to build and maintain strong working relationships with clients and other stakeholders
  • Ability to manage cost controls and must have financial/budget experience handling multiple segments of transit operations
  • Working knowledge and proficiency with Microsoft Word, Outlook, Excel, and PowerPoint software
  • Understanding of technology, peripherals, apps, Wi-Fi, and understanding of transportation technology
  • Familiarity with paratransit routing & scheduling software solutions & products (e.g., Trapeze PASS, etc.)
  • Strong written and oral communication skills; excellent presentation skills; ability to influence people at all levels of an organization
  • Ability to organize and perform work efficiently, strong attention to details
  • Ability to work effectively with labor, including addressing labor grievances and working through labor negotiations in an organized, well-thought-out approach.
  • Travel requirement: <10%
San Francisco SPECIFIC Duties/Responsibilities:
  • Recognize the distinctions of this contract model and appropriately discern those matters requiring advance planning, approval, and reporting directly with client representatives.
  • Review, analyze, track, and report data and make recommendations regarding vehicle types, technological products, and street and corridor design in coordination with city and MTA representatives.
  • Analyze service trends and employee and vehicle counts and make ongoing recommendations to the client toward reaching mutual financial and operational decisions.
  • Manage operations of special service provisions beyond ADA paratransit services, including managing the requirements of the 13 Memoranda of Understanding with various local adult health or day programs.
  • Plan for anticipated service levels of special and ADA services through reviewing trends and communications with agencies to predict employee recruiting and training needs three months out.
  • Ensure fair and complete formal complaint investigations are performed, and meaningful responses to formal service quality complaints are generated in a timely manner using the prescribed format and platform.
  • Responsible for optimizing the return on assets deployed within the business to include vehicle scheduling, maintenance, and performance management.
  • Responsible for developing Operations Invoices each month in a timely manner and supplying other client-required financial plans, reports, and analyses.
